How to give permissions to users of windows(2003/XP) system for each application?

Goto Start->Run Enter "dcomcnfg" and hit "Enter/Return"

This opens a dialog that contains the info about the services present in your system.
Goto Component Services->Computers->My Computer->DCOM Comfig

This lists out the applications that your system has. Now select the application and right click-> properties. There depending on the retuirement administrator can set the privileges. Look into Security and Identity Tabs.
